Governance Innovation To Improve Healthcare Service Delivery in Nigeria

Situation
COVID-19 exposed critical vulnerabilities in Ekiti State’s healthcare system, revealing gaps in patient care, public health preparedness, and service delivery. In response, MIT GOV/LAB partnered with Co-creation Hub and Gatefield to help the public sector build the capacity to design and implement innovative, long-term health system improvements.
Assignment
Through an eight-month Governance Innovation Accelerator, the aim was to equip civil servants and the Ministry of Health with tools and mindsets to create sustainable, citizen-responsive solutions that could strengthen healthcare delivery for Ekiti residents.
Approach
Emmanuella supported the full program lifecycle, training government teams on an integrated governance innovation framework and guiding co-creation processes. Working closely with the Ministry of Health, she facilitated the development of context-specific prototypes addressing patient care quality, redress mechanisms, and public health security—grounded in user insights and institutional realities.
Result
Two prototypes emerged: one improving redress systems in public facilities and another enhancing outbreak surveillance. The winning solution secured continued partner support for implementation and fostered cross-learning and capacity strengthening across participating government teams.
